RTEC is the Broker for Region 12 Human Service Transportation Delivery

RTEC is the broker for Human Service Transportation Services for Region 12.  RTEC verifies program eligibility for recipients and issues ride tickets to transportation carriers in the provider network. Eligible recipients should call 3 days in advance of the day of travel to make reservations.   

RTEC accepts pre approved payment for non emergency medical transportation services through the Kentucky Medicaid Assistance Program. Services include local and out of county trips with a 72 hour advance reservation, or urgent care established.

Bell, Clinton, Cumberland, Knox, Laurel, McCreary, Monroe, Pulaski, Rockcastle, Russell, Wayne and Whitley.

Scheduling:  Reservations are accepted with 72 hour advance notice. The reservation office is open Monday through Friday 8:00 AM to 4:30 PM EST and on Saturdays 8:00 A.M. to 1:00 PM EST except on major holidays.

Holiday Closings:  The office and transit service is closed on New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day.

Inclement Weather:  Transit service will be closed when roads are hazardous for travel. During inclement weather conditions, RTEC will cancel service or operate on a limited basis. RTEC will resume services on roads that are priority for snow removal and will resume regular service when all roads are clear and safe for travel.

Urgent Care:  Urgent care transportation may be provided 24 hours.   For this purpose, "urgent care" is defined as an unscheduled episodic situation in which there is no threat to life or limb, but the passenger must be seen on the same day as the request and cannot be delayed until the next day. When transportation service for urgent care is rendered with payment from KMAP expected, RTEC may verify with the direct provider of service the need for urgent care. RTEC can be paged 24 hours per day, 7 days a week for brokering passenger rides for urgent care through the delivery of Human Service Transportation.

Specialty Carrier Services:  RTEC provides transit service designed to meet the special needs of its passengers for non-emergency medical transportation. RTEC allows an escort to accompany the passenger at no additional charge; specifically blind, ambulatory but disoriented persons and wheelchair users. If no escort is available, reservations should be made for door to door service. A Physician's statement is required to verify the need for Specialty Carrier Services for RTEC and rides brokered through Human Service Transportation Delivery. A parent of children 12 years of age and under are also allowed to ride to at no additional charge to accompany the child to medical appointments.

Routes:  Vehicles are dispatched in a manner which will allow for higher utilization of each vehicle in the service area, therefore passengers may need to depart from their residence 45 minutes prior to the scheduled pick-up time. Routes will be designed with as much passenger convenience as possible, while continuing to encourage increased ridership.

Nondiscrimination

RTEC will not discriminate against any individual in its employment practices, nor deny an individual access to transportation services due to disability, race, sex, creed, color, religion, Viet Nam era or national origin.

Denial of Transportation

RTEC will deny transportation for the following reasons: (but not limited to): for behavior that interferes with other passengers or the driver, refusal to pay for service, repeated failure to provide adequate notice of cancellation or no-shows, refusal to follow rules for riding the bus, carrying weapons or abusive language.

Child Seats & Escorts

RTEC requires the use of FMVSS approved child safety seats. An adult must accompany children 12 years of age and under.  RTEC does not require an escort, but will allow an escort at no additional charge to accompany an individual 13-17 years of age. When the reservation is made, the passenger must inform the reservation staff when an escort will be riding. Two escorts are required for a group consisting of five or more children per vehicle.
